Introduction:

A Educação à Distância é uma opção para melhorar o nível de escolaridade da população, além de ser um forma para promover a inclusão (social, digital, profissional, econômica, de portadores de necessidades especiais, de gênero). A EAD passa a ter existência legal no cenário educacional brasileiro a partir do Artigo 80 da Lei 9394/96, conhecida como Lei das Diretrizes e Bases. Nessa mesma Lei, no capítulo V, dedicado ao regramento da Educação Especial, o artigo 59 e seus parágrafos prevêem "a oferta de EAD para educandos com necessidades especiais".
